The Czech Office for Standards, Metrology and Testing, pursuant to Section 46(5) of the Act No. 206/2015 Coll., on Pyrotechnic Articles and their Handling and on Amendments to Certain Acts (hereinafter referred to as the Pyrotechnics Act), has issued on December 1, 2015 an authorisation for conformity assessment activities, including calibration, testing, certification of pyrotechnic articles and supervision pursuant to this Act, to the Czech Proof House for Arms and Ammunition in addition, to use the notified body identification number 2231.

The NB carries out conformity assessment of pyrotechnic articles, which are defined in Section 3(a) and referred to in Section 2(1) and Section 4 of the Act No. 206/2015 Coll., the Pyrotechnics Act, with the definition set out in Annex 1 to the Pyrotechnics Act. The Czech Proof House for Arms and Ammunition – Notified Body 2231, performs the conformity assessment in compliance with the Directive 2013/29/EU.
Basic definitions of types and categories of pyrotechnic articles according to Annex 1
(1) Fireworks are subdivided into categories as follows:
a) Category F1 – fireworks that present a very low hazard and a negligible noise level and that are intended for use in confined areas, including fireworks that are intended for use inside domestic buildings.
b) Category F2 – fireworks that present a low hazard and low noise level and that are intended for outdoor use in confined areas.
c) Category F3 – fireworks that present a medium hazard, that are intended for outdoor use in large open areas and whose noise level is not harmful to human health.
d) Category F4 – fireworks that present a high hazard, that are intended for use only by persons with professional competence and whose noise level is not harmful to human health.
(2) Theatrical pyrotechnic articles are subdivided as follows:
a) Category T1 – articles that present a low hazard;
b) Category T2 – articles that may only be used by persons with professional competence.
(3) Other pyrotechnic articles are subdivided as follows:
a) Category P1 – articles that present a low hazard;
b) Category P2 – articles that are intended for handling or use only by persons with professional competence.
Conformity assessment of pyrotechnic articles is carried out by the NB in accordance with Section 7 (1) and (2) of the Pyrotechnics Act, according to the conformity assessment procedures described in Annex 1 to the Government Regulation No. 208/2015 Coll., on technical requirements for pyrotechnic articles and their placing on the market (hereinafter referred to as the Government Regulation).
a) EU type-examination (Module B) according to Part 1 of Annex 1 to the Government Regulation (the output document is the EU type-examination certificate) and according to the manufacturer's choice:
1. Conformity to type based on internal production control and supervised product checks at random intervals (Module C2) according to Part 2 of Annex 1 (the output document is the final report).
2. Conformity to type based on quality assurance of the production process (Module D) according to Part 3 of Annex 1 to the Government Regulation (the output document is the certificate of conformity assessment).
3. Conformity to type based on product quality assurance (Module E) according to Part 4 of Annex 1 to the Government Regulation (the output document is the conformity assessment certificate).
b) Conformity based on verification of each individual product (Module G) according to Part 5 of Annex 1 to the Government Regulation (the output document is a certificate of conformity).
NB shall provide all applicants for conformity assessment of pyrotechnic articles with information on its certification system that is in accordance with the Pyrotechnics Act.
The applicant can get information on the conformity assessment procedure directly in person at the NB headquarters, by mail or electronically, or on the website www.cuzzs.cz_pyrotechnic articles certification.
The NB requires the applicant to:
a) Submit an application for conformity assessment of pyrotechnic articles as defined in Annex 1 to the Pyrotechnics Act.
b) Submit an application for conformity assessment only if full technical documentation of the pyrotechnic article is provided in accordance with Section 3 of the Government Regulation.
c) Comply with the relevant provisions of the conformity assessment contract (terms of proceedings).
d) For the purposes of the assessment, taking all necessary measures to carry out the assessment, including the possibility to study the production documentation and to have access to all premises, to production records and internal audit reports and to access data on the qualifications of the personnel concerned.
e) Assert conformity assessment claims only to the extent for which they have been granted.
f) Use the product certificate or attestation only in a manner that does not compromise the reputation of the NB, and is not misleading or unauthorised.
g) Return any certification documents requested by NB in case of suspension or revocation of product certification, and simultaneous cancellation of a certified product promotion.
h) Use the conformity assessment outputs only to express the product conformity with the requirements of harmonized standards or other technical specifications as well as the conformity of the pyrotechnic article with the requirements of the Act.
i) Ensure that conformity assessment output documents are not used in a misleading manner.
j) Use the issued certificates or attestations in product promotion in accordance with the requirements of the NB.
The applicant shall have the right to obtain all necessary information on certification (technical conditions, financial details, dates of execution, scope of inspections, etc.) from the NB before submitting an application for conformity assessment.
The application for conformity assessment of pyrotechnic articles shall be in writing and shall include:
a) Trade name and registered office address or the name, surname and residential address of the manufacturer or importer, as appropriate.
b) Place of residence or, where appropriate, another address for delivery.
c) Conformity assessment procedure requested.
d) Declaration that the same application has not been lodged with another notified body.
The applicant shall attach to the application the documentation relating to each conformity assessment procedure. The scope and description of this documentation for each conformity assessment procedure is set out in Section 3, 4 and 5 of the Government Regulation.
The technical documentation shall enable the conformity of the pyrotechnic article to be assessed in relation to the requirements of the Act and shall include an adequate analysis and risk assessment.
